Jennifer Rinker, Director of Deployment, represents Caliber's commitment to practitioner-led public safety software.

For first responders and dispatchers, public safety software is not just a tool on a screen. It is a critical lifeline. When a call drops or a system lags, the consequences are measured in seconds and lives. At Caliber Public Safety, we understand this reality because many of our team members have experienced it. That is why we are committed to building practitioner-led public safety software, because the best way to support the frontline is to employ people who have stood on it.

Jennifer Rinker, Director of Deployment at Caliber, is a perfect example of this practitioner expertise. Her career in public safety began long before she configured a Computer-Aided Dispatch system.

From Ambulance to Dispatch Chair

Jennifer’s journey into public safety started in 1987. At just seventeen years old, she began volunteering with her local fire department’s ambulance corps. While attending a vocational technical school for health careers, she initially considered nursing. However, the dynamic environment of emergency medical services drew her in. She took Firefighter One training at age twenty-one, but quickly realized her true calling was on the medical side. She committed to EMS, starting as a first responder, earning her EMT certification, and eventually achieving her paramedic license. For years, she navigated the unpredictable and often dangerous realities of emergency response.

During her time as a paramedic student, Jennifer experienced a profound turning point that reshaped her understanding of public safety. She responded to a major shooting incident at a local club. The situation was chaotic and highly volatile. When her team transported a patient to the local hospital, the perpetrators followed them. The hospital was forced into a strict lockdown.

That specific call changed everything. It was the moment her agency realized responders were no longer just heroes arriving to help; they could easily become targets. Scene safety became the absolute priority. Their team started wearing bulletproof vests and taking extensive training on situational awareness. They had to learn to constantly scan for ever-changing dangers, from recognizing the signs of hidden meth labs to spotting seemingly innocent hazards like camp stoves used improperly in garages. She understands exactly what it feels like to operate in high-risk environments where knowing what you are walking into is critical.

That firsthand field experience deeply shaped her transition into the technological side of public safety and is a clear example of what practitioner-led public safety software looks like in practice. Jennifer took the role of dispatcher at the Northampton County 911 center. Sitting in the dispatch chair, she learned the system from the perspective of the user who relies on it to send the right units to the right location.

What Practitioner-Led Deployment Looks Like

Over twenty-three years ago, Jennifer brought that vital user perspective directly to Caliber. She applied for a job as a CAD Trainer and was hired. Her dedication to the work was evident from the very beginning. And since those early days, Jennifer has held nearly every operational role imaginable. She has been a Training Manager, Customer Success Manager, Director of Training, Product Manager, and Solution Architect. Today, she leads the team responsible for remote upgrades and deployment. She works alongside highly experienced technical staff, including team members who have been with the company for over twenty-five years.

Her favorite part of the job is digging into tough cases. She travels to customer sites to understand exactly how an agency needs to do business, looking at how they are built, and finding ways to make the technology work specifically for their workflows.

Why It Matters for Your Agency

For Caliber customers, this is the tangible difference that practitioner-led public safety software delivers. When an agency upgrades its environment, they are not explaining its operational needs to a generic software developer. They are working with a former dispatcher and paramedic who speaks their language.

“It makes a difference when you are working with the customer and you can understand the language they are using,” Jennifer notes. “There are times when you can think of yourself in that situation and know literally what it felt like.”

This deep empathy drives real results. Jennifer knows that the software is incredibly important to a dispatcher. So much is built into the system that it truly becomes a matter of life and death. If a CAD system fails to display the correct information or recommend the closest available unit, the outcome can be tragic. That knowledge fuels her dedication to getting things right for every agency she works with. She serves as a passionate advocate for our customers, fighting to get her point across and ensuring their problems are solved.

At Caliber, the people behind the platform have been on the frontline. That experience is embedded in every deployment, every training session, and every support call. It is how we turn real-world knowledge into technology your agency can count on, today and for the long run.
